Remaining verification limitations
- Actual VoiceOver spoken output was not successfully captured. Safari accessibility semantics were observed, VoiceOver was started, its app inspection timed out, and the test could not establish speech or dynamic-announcement behavior. VoiceOver was turned off after the attempt. No NVDA test was performed. Do not describe accessibility-tree snapshots as a completed screen reader test.
- Microsoft Word is not installed. The guide passed an OOXML accessibility audit and independent structural checks; its native Word Accessibility Checker was not run.
- Both PDFs pass veraPDF PDF/UA-1 machine checks. Manual structural reading-order and visual checks were performed. Actual spoken PDF reading and PAC checks remain outstanding.
- All web pages pass completed axe, keyboard, layout and contrast checks. The ACRs use conservative Partially Supports entries where assistive-technology verification is incomplete. No unconditional WCAG 2.1 AA conformance claim is made.
Required follow-up test
An accessibility reviewer should use VoiceOver with Safari (or NVDA with a supported browser) to complete the form, inspect linked errors, hear draft status announcements, operate both draft dialogs, and verify review/submission focus. Read each PDF and the Word guide by heading, table and list navigation; confirm the illustration alternative. Record exact spoken outcomes before updating the ACRs. These checks are implementation-independent and do not require a State tenant.
October 4 additional programmatic and virtual reading evaluation
- Restored the prior setup's leftover SCREnableAppleScript key to its recorded absent baseline. AppleScript marker absent; VoiceOver off; dictation/training preferences unchanged. TCC databases refused read-only inspection, so no independent assertion about all prior Accessibility/Automation grants. See local system-settings-audit.md/json; no permission reset or grant performed.
- Completed 42 browser states in isolated headless Chromium/WebKit. Added complete per-state ARIA snapshots, Chromium native AX trees, describedby/required/invalid/focus/live metadata, Guidepup Virtual Screen Reader per-phrase traversals and continuous live-mutation transcripts. Zero new axe violations. No sample application code repair was required. New long tool/setting identifiers in this log caused narrow-screen text overflow; added wrapping scoped to the remediation log and retested at 320 pixels. WebKit Option+Tab is a test navigation choice, not a preference change.
- Simulator differences retained: Chromium raw noscript fallback; some duplicate polite phrases. Native AX/ARIA does not expose that fallback. Virtual output is not physical-reader output.
- PDF/UA-1 retest passes both documents with zero failed rules/checks. New font-decoded MCID-to-structure /K-order exports contain all non-artifact text and guide image alternative; no missing or repeated references. VeraPDF font/glyph warnings are retained as a tool limitation; independent Unicode extraction succeeded. PDF/DOCX binaries and existing OOXML evidence unchanged.
- ACR 1: 4.1.3 now Supports; 4.1.2 remains Partially Supports (35 / 1 / 14) after deeper model-mismatch inspection. ACRs 2 and 3: 1.3.1, 1.3.2 and 4.1.2 now Supports (26 / 2 / 22 each). Evaluation Methods Used and criterion remarks state the actual methods and physical-reader limitation.
- Remaining partials: sample 1 4.1.2, because the virtual model says not checked despite DOM/native AX checked=true, even with a fresh instance, and its modal traversal includes background content. No application state defect measured. In samples 2 and 3, 2.1.1 and 2.4.1 for PDF/Word viewer keyboard/heading navigation. Structural parsers and HTML simulation cannot establish actual viewer accessibility API behavior. HTML passes; no downloaded-document failure was measured.
- Added owner-voiceover-checklist.md, an optional 15-minute manual pass without AppleScript, Automation grants or preference edits.
